Federal AI awards ignite SaaS rebound: Salesforce lands $1.6B VA deal as ServiceNow AI crosses $1B ACV
A one-week burst of federal contracting — a $1.6B Veterans Affairs Agentforce award and a $7B Oracle Pentagon IDIQ — landed alongside ServiceNow's Q2 beat, with AI ACV clearing $1B.
The Department of Veterans Affairs awarded Salesforce an Agentic Enterprise License Agreement worth up to $1.6 billion on July 24, structured as a one-year base with two optional renewals, to deploy Agentforce Public Sector and Agentforce Health across a system serving 17 million veterans through 170 medical centers and more than 1,100 outpatient clinics. The stated target: compress a 28-day average appointment-scheduling window using agentic call triage, benefits verification, and real-time retrieval inside live interactions.
The VA award didn’t arrive alone. Twenty-four hours earlier, Oracle secured a 10-year, nearly $7 billion IDIQ with the Department of Defense under the Enterprise Software Initiative, with a $3.31 billion base value across the first five-year ordering period. Read together, the two contracts represent the largest single-week federal enterprise-software commitment in the current AI cycle.
For Salesforce, the VA deal extends a Missionforce federal book that already includes a $5.6 billion Army contract and a $72 million Air Force ELA. Slack is live at more than 150 VA sites; MuleSoft, Data 360, Tableau, and Agentforce now sit inside the same procurement envelope. That’s not a pilot. That’s a platform standardization.
The private-sector datapoint arrived July 22, when ServiceNow reported Q2 subscription revenue of $3.877 billion, up 24.5% year-over-year and 150 basis points above the top of its own guide. Remaining performance obligations reached $29.0 billion, up 21%. AI annual contract value crossed $1 billion, agentic deployments grew ninefold over nine months, and 123 net-new-ACV transactions closed above $1 million, up nearly 40% year-over-year. The company ended the quarter with 658 customers above $5 million in ACV.
“Every business process is being rewritten with AI,” said Bill McDermott, Chairman and CEO of ServiceNow, in the Q2 release, a line that reads less like earnings-day boilerplate than like a procurement thesis being ratified in real time.
Jose Torres, economist at Interactive Brokers, framed the tape’s broader mood around Treasury flows and Nasdaq positioning, but the enterprise signal is narrower and cleaner. When federal buyers commit multi-year, multi-billion-dollar envelopes to two vendors inside a single week, the debate over whether agentic AI generates real ACV is effectively closed. What’s left is who captures the run rate.
