Gartner puts $234B of SaaS spend 'at risk' from agentic AI by 2030

The July 2026 report models 20% of global enterprise SaaS spending redirected to outcome-native platforms, with seat-based vendors in the crosshairs.

Gartner put a number on the SaaS repricing yesterday: $234 billion in enterprise application software spend, roughly 20% of the global total, is “at risk” of migrating away from seat-based vendors and toward outcome-native platforms by 2030. The July 1 press release is the first time the firm has quantified what analysts have been circling for a year, and the framing is deliberately structural rather than cyclical.

The mechanism is boring, which is what makes it durable. Agents complete tasks through APIs. Seat-based licensing has been priced against UX-heavy human interfaces for two decades, and those interfaces are precisely what agents route around. “Agentic AI changes the economics of software. This breaks the link between user growth and revenue growth for many enterprise software vendors,” said George Brocklehurst, managing vice president at Gartner. In a separate interview, he put the buyer-side inversion plainly: “You are no longer buying software primarily for people; you are increasingly buying it for agents.”

Vendors are already repricing. GitHub moved its premium request model from flat to per-token billing in June, charging separately for input, output, and cached tokens. Zendesk and Workday are restructuring toward consumption and outcomes. PitchBook’s Q2 2026 comp sheet shows the divergence in the tape: 21.9% median 2026 revenue growth for DevOps, ITOps, and developer-automation platforms, versus single digits for CRM, sales, marketing, CX, and collaboration.

Gartner isn’t forecasting aggregate decline. Software spend still grows around 12% through 2030; the mix shifts. Named beneficiaries in the coverage include Glean, Dust, and LemonLime, all cited for cross-domain workflows where agents need to reason across previously siloed systems, exactly the surface area that legacy seat pricing was never designed to meter.

The caveat is quality. “Our estimate is that about 70% are agent-washing,” Brocklehurst said, with only 30% of agents clearing the bar for persistent memory, cross-domain reasoning, and advanced learning. Gartner is also floating a “Knowledge Retention Rate” concept and a contractual warning: “The most important clause in the next generation of software contracts is: Who owns what the system learns from you?”

The seat, as a unit of value, is being unbundled from the workflow it once fronted.
