ChatGPT Ads goes live in 31 European markets Monday — a billion-user channel built on purchase intent

ChatGPT Ads goes live across 31 European markets on Monday, August 24, OpenAI announced on August 19, the largest single geographic expansion of the platform since the U.S. pilot opened in February. Access at launch runs exclusively through OpenAI’s Ads Solutions team and named agency partners: Publicis, Omnicom, WPP, Havas, Dentsu, MediaPlus, and Jellyfish. The self-service Ads Manager, per OpenAI, arrives “later this summer.”

The scale is the story. On a briefing call, OpenAI enterprise CMO Colin Fleming told reporters ChatGPT has one billion weekly active users, “with 20% showing commercial intent.” Fleming also said ad revenue has grown more than 25% since August 1, three weeks of compounding on a business that only cleared its six-month mark this month.

That intent signal is what makes this a different animal from search or social. Users don’t type keywords; they describe what they’re trying to do, including framings like “choosing software for their business.” The prospect self-qualifies before the ad ever appears.

The measurement stack now matches what direct-response advertisers expect. Search Engine Land confirms the platform supports conversion-optimized bidding, geo-targeting, custom audiences, the OpenAI Pixel, and a Conversions API. The $50,000 minimum that gated the U.S. Ads Manager at launch has been dropped, per Digiday, which lowers the ceiling on who can experiment.

Skepticism remains warranted. Jellyfish’s Victor Batista called the platform “very much unproven” and told Digiday the current product bears little resemblance to the April pilot. European CPMs are undisclosed. Ads appear only on the Free and Go plans; Plus, Pro, and Enterprise remain ad-free, which shapes exactly who a small-business advertiser is reaching.

For founder-led businesses, the arithmetic is straightforward. A conversion-optimized channel with decision-intent inventory always crowds fastest once self-serve opens. The narrow window before Ads Manager is when a small operator’s offer, angle, and audience framing can be tested cheaply against a market that hasn’t yet arrived. Once it does, the campaign itself becomes the commodity. What goes into it won’t.
