OpenAI switches on ChatGPT Ads in 31 European markets Monday

The rollout starts August 24 across Germany, France, Spain, Italy and the Nordics, with agency-led buying first and self-serve Ads Manager promised later this summer.

OpenAI switches ChatGPT Ads on across 31 European markets today, the largest geographic expansion of its ad business since the U.S. pilot went live in February. Germany, France, Spain, Italy, Poland, Austria, Switzerland, Benelux and the Nordics are all in the initial wave, according to the company’s own announcement, with a DPA wire dispatch carried by Yahoo Finance confirming the August 24 start date.

Access is agency-first. Buying at launch runs through OpenAI’s Ads Solutions team, named agency partners, and technology partners. A self-serve Ads Manager is promised “later this summer,” a phrase that’ll read differently depending on which side of the Atlantic you file taxes on.

The infrastructure has quietly matured. Beyond the CPM and CPC bidding available at U.S. launch, OpenAI now offers conversion optimization, geo-targeting, custom audiences, an OpenAI Pixel, a Conversions API, and third-party measurement integrations. That’s the full performance-marketing kit that Google Shopping and Meta Advantage+ buyers already speak fluently, ported into a chat surface.

The scale claims come from Colin Fleming, OpenAI’s enterprise CMO and a former ServiceNow ads executive, on a briefing call reported by Adweek. Fleming told Adweek that ChatGPT has one billion weekly active users, 20% of whom show commercial intent, and that OpenAI’s ad revenue has grown more than 25% since the start of August. Tens of thousands of marketers have advertised on ChatGPT to date, per OpenAI. Each figure is OpenAI-reported; none is independently audited yet.

Ads appear only on the Free and Go plans. Plus, Pro and Enterprise stay ad-free, which is the same fault line Meta once drew and quietly walked back.

The tactical read for performance buyers is narrow and time-boxed. Install the Pixel, wire the Conversions API, and treat the first agency-mediated buys as test budget rather than scale budget. The real question, answerable in maybe 60 days, is whether ChatGPT-sourced conversions clear the cost bar against incumbents before the self-serve door opens and the inventory reprices.
