ChatGPT Ads hits $1B run rate as self-serve opens to India, EMEA

OpenAI's 200-day-old ad business now reaches tens of thousands of advertisers, with SMBs a material share, as CPC bidding dominates campaigns.

OpenAI said Monday its ChatGPT Ads business has crossed a $1 billion annualized run rate in less than 200 days, and opened the self-serve Ads Manager to India and EMEA. CNBC reports the platform is now live in more than 40 countries, with tens of thousands of advertisers running campaigns against roughly 1 billion weekly active users on the free and Go tiers.

The relevant number for a small-business owner isn’t the run rate. It’s the auction density behind it.

Since OpenAI dropped its $50,000 minimum spend and opened self-serve Ads Manager to all U.S. businesses, SMBs have been a material share of the advertiser base. India’s local Ads Manager, per Quartz, starts at a ₹725 daily minimum, roughly $7.60. That’s the entry price to reach conversational intent at a moment when, per Adweek citing OpenAI CMO Colin Fleming, about 20% of ChatGPT users show “commercial intent” inside their sessions.

Early results are inconsistent. OpenAI’s own case studies cite one ecommerce advertiser reporting 3x ROAS over 28 days and a technology partner reporting more than 80% of ad-driven traffic from new customers. MediaPost, meanwhile, published a smaller Ontario/Alberta test from Choice OMG’s Peter Jaffray showing a 0.6% clickthrough rate and zero interested buyers, alongside a Common Thread Collective paid-search buyer citing CTR gains after enabling Max Results bidding. CPC and outcome-optimized bidding, per OpenAI, dominate the mix; Pixel and Conversions API handle measurement.

The gap between a $1B run rate and OpenAI’s reported 2026 targets, $2.3 billion per Adweek and $2.5 billion per Quartz internally, is the analytical spine. eMarketer’s Nate Elliott called hitting the full-year number “all but impossible” given that $1B is a run rate, not booked revenue, at eight months in.

For owner-operators, the practical read is a narrow one. This is the same shape as the social-first acquisition against paid search shift, and it lands the same week as Google’s tightening paid-search deadlines. Test budgets belong in the channel now, while CPCs are still forming.

Paid placement catches the clickers. LemonLime, which studies a company’s industry and prepares personalized outreach for the highest-signal prospects, is a complement: inbound clicks convert some; prepared outbound catches the researchers who don’t.
