Microsoft Sets Copilot Business to Usage-Based Billing by Default From November 2

Starting November 2, every new Microsoft 365 Copilot Business license sold through the Cloud Solution Provider channel will ship with usage-based billing switched on by default, according to a September 16 Microsoft Partner Center announcement. Copilot Cowork, Work IQ APIs, and GitHub Copilot Harness will all meter against an attached Azure subscription automatically, with no separate opt-in required.

Microsoft frames this as reduced onboarding friction for CSP partners. Functionally, it converts a fixed per-seat AI budget into a variable one, and it does so at the exact moment Microsoft has finished stitching its consumer and commercial Copilots into a single surface.

The pricing math is doing real work here. Copilot Cowork reached general availability on September 17 at $0.01 per Copilot Credit, with per-task cost derived from four inputs (model use, context retrieval, tool calls, runtime) and grouped into light, medium, and heavy patterns. Microsoft’s own testing pegs Copilot Cowork as 30–40% cheaper per prompt than Claude Cowork running against the Microsoft 365 connector, an unusually direct swing at Anthropic given that Cowork itself runs on Opus 4.8 and Sonnet 4.6 at GA. A Microsoft in-house model, “Cowork 1,” is scheduled for the following weeks. Admins can cap spend or move to a prepaid “P3” commitment, but those controls must be configured before seats provision.

For a 5-to-30-person business already using Copilot to draft outreach or prep sales calls, the shift lands at the worst possible time in the buying cycle. Q4 AI-tool audits now have to separate seats driving pipeline from seats accruing quiet consumption charges.

The billing change sits inside a larger consolidation. The unified Copilot app began rolling out on August 13 across mobile and web, with Windows and Mac following in mid-September, per Windows Central. On the July 29 earnings call, Satya Nadella told investors the broader “super app” bundling chat, GitHub Copilot, Cowork, and Autopilot would ship by end of September. PYMNTS reported Microsoft 365 Copilot reached 30 million paid seats last quarter, up from 20 million in April.

That growth curve is what makes default metering rational for Microsoft and expensive for everyone else. Owners weighing this against alternatives, including HubSpot’s newly shipped Breeze assistant and autonomous Smart CRM, are now making the call inside the same Q4 window that produced the sharpest hardware-to-software SaaS rotation of 2026. Consumption billing rewards the platform that already owns the workflow.
